Will federal procurement be driven to be more competitive?

As the weeks have turned now into months with DOGE disrupting the government and govcon space, it has become a bit more clear on what some big outcomes may include across several areas. One interesting focus is on the competitive/non competitive nature of federal procurement. The article at the link below makes some foundational statements about the non competitive state of procurement for major software systems… “Agencies award major deals to legacy, incumbent vendors already deeply entrenched in the government rather than considering alternatives who could more efficiently fulfill contract needs at lower costs.” It does make a lot of sense that if the federal government wanted to press vendors to lower prices and therefore the overall cost of purchasing software, and everything else, that they clearly would have the power and influence to do that successfully.
